Council Decisions 

2026-2030 Five Year Financial Plan Bylaw 

Council gave first, second, and third reading to the Financial Plan Bylaw. The plan includes a 5.93% property tax increase for 2026. This bylaw will return to Council on December 16 for final adoption. 

Temporary Use Permit (Temporary Transitional Housing)

Council did not approve a Temporary Use Permit for temporary transitional housing at 616 Okanagan Avenue East and 2088 Dartmouth Road that would have allowed up to 50 tiny homes on the site as part of the Heart & Hearth program. 

Covenant Discharge (176 Phoenix Avenue)

Council approved the discharge of a restrictive covenant limiting the property to a duplex, allowing for more residential units consistent with current zoning and OCP.

Transportation Safety Update

Council received a report on transportation safety trends and ongoing initiatives including Vision Zero, road improvements, and enforcement activities.

Quarterly Updates for Q3 2025 

Council received a detailed progress report for Council’s Strategic Priorities, Liveable & Accessible, and Safe & Resilient. This includes progress from July to September 2025.

Zoning Amendment (Skaha Assembly Redevelopment)

Council gave first, second, and third reading to the zoning amendment bylaw for 2730, 2784, 2824, 2872 Skaha Lake Road and 179 Green Avenue West. The bylaw adds a Comprehensive Development zone (CD12) to enable a mixed-use redevelopment with up to 622 residential units, childcare, and commercial space. Adoption is subject to conditions including off-site road works and registration of a covenant.

Official Community Plan Amendment Bylaw and Zoning Amendment Bylaw 

Council held a public hearing on amendments related to proactive planning and transit-oriented areas. Following the public hearing, Council gave second and third reading to both amendment bylaws. During the Business Arising portion of the meeting, Council directed staff to prepare further amendments in early 2026 to address the impacts of upzoning on affected properties.
